Interesting analysis from a conservative think tank (always important to know the leanings of the persons publishing the report)who quotes at least one other conservative think tank.

The author makes no mention of how inititative process has left the current legislature's hands tied in terms of fixing the current problem.

the key is 12% above population growth, so lets start talking about that as the REAL amount the state overspent, and not the straw man of 41% which is what people keep throwing out. I think most agree we should spend UP to population growth, not over it, but I get tired of people arguing we should spend UNDER population growth. That is just irresponsible and dangerous and other problems will arise if you do not plan for the new move ins.
