Well that's a good rule for PR purposes but not if you've committed a crime. Deny, deflect, and deceive is a better method if you are trying to postpone or even avoid prosecution. An apology will not do it.

Please clarify one point for me. Chambers and the like can endorse or advocate, they just can spend money in excess of news releases or emails and the like. Correct?

Greg, I read her paragraph that the Execs of the Chamber can endorse whoever they (individually) want and individually pull out the stops to get someone elected. The Chamber as an entity is prohibited.
